天津解放在即，赵包子的包子铺因为通货膨胀倒闭了，转而在监狱中当差做厨子。之前阴差阳错解救的地下党员葛红菱，没想到被捕后就关在他所在的监狱里。葛红菱希望赵包子帮着解救狱中的地下党员和进步人士，赵包子并不情愿，他认为远离纷争、迎娶青梅竹马的方梳子才是他的生活。在狱中，赵包子结识了革命者蒲剑，受到很大的震撼，通过一系列发生在身边的事，逐渐认清了麦大年、毛寿良的丑恶嘴脸，赵包子开始觉醒、转变观念，并最终做出了正确的抉择，承担起监狱内外党组织的联络工作，通过几次三番的惊险越狱行动，最终成功营救了被关押的同志们。。The story of a young group of siblings pretty much abandoned by their parents, surviving by their wits - and humor - on a rough Manchester council estate.
