1932年，江苏省金凤县。 某夜，被捕的共产党干部汪国池叛变，供出县委凌晨4点会在砖瓦窑开会的情报，听闻，伪警察局局长骆百千（杨德智）与部下王队长（李兰发）及赵巡长紧急商议，前者认为事不宜迟应即刻进军，后者原是打入警察局的共产党员江万和（赵尔康），他一面附和着称恐怕有诈，一面想着对策，随后骆百千决定兵分两路进攻砖瓦窑。 一干人马路过一座桥时，江万和向也是卧底的小浦东（李利宏）使了个眼色，汪国池被冷不丁地推入水中，死于一阵乱枪，县委同仁性命得以保全。 此事令警察局面子全失，向来与骆百千不和的县党部书记长张谦（刘冠雄）更是趁机到省警察厅告了他一状，这给了正为频频在农村、县城活动的共产党头疼的省警察厅契机，侦缉处长秦邦业（杨保和）被派往金凤。秦邦业非常狡猾，他派替身来了个金凤一日游之后，化装成伙夫潜伏在了警察局。 江万和在乔装成小商店夫妻的同仁徐寿林（端木和林）及朱荷妹（赵秀丽）的帮助下， 与县委书记李渊风（康泰）取得联系，后者要他想办法弄到一笔武器，虽顺利办妥此事，却也令秦邦业对他生疑。秦邦业开始暗中指挥张谦及骆百千行动。。Marching Powder, which isn’t a sequel to The Football Factory but is inspired by a similar subject, follows the story of Jack (Danny Dyer), a middle aged, drug-taking football hooligan, who is arrested and given six weeks to turn his life around, or else face a long spell in prison.
